Position Summary: Pact seeks a Program Officer to work on a civil society strengthening project in Belarus in its newly opened Vilnius office. Program Officer is responsible for coordination of programmatic and technical efforts for the project, under close supervision of the project head.
The successful candidate will be responsible for: planning and coordinating the program activities namely strategic planning and consultations conducted in Lithuania, developing and maintaining good working relationships with Belarusian civil society organizations, international partners and donors, community groups, and other stakeholders; ensuring verification of results (monitoring and evaluation). Fluency in Russian and English are among most important specific requirements.
Specific Duties and Responsibilities:
The Program Officer must demonstrate strong program implementation skills and a spirit of flexibility, adaptability and collaboration under challenging conditions. Specific responsibilities may include:
- Conduct organizational assessment, strategic planning of Belarusian NGOs and networks,
- Coordinate in providing direct technical assistance and/or arrange for technical assistance to NGO grantees;
- Assist NGOs in their capacity-building efforts in coordination with DCOP and COP;
- In coordination with Grant Manager, assess submitted grant proposals and narrative reports of grantees from the programmatic viewpoint;
- Perform other duties as assigned;
- Perform all work safely while maintaining a safe working environment for staff.
Qualifications:
- Advanced degree in political science, international security or related field required;
- Minimum of three year of work experience at NGOs, international organizations or policy related institutions
- Experience working on multi-partner programs;
- Demonstrated skills in strategic and program planning and management;
- Knowledge in areas of policy analysis, capacity development and (institutional) management
- Fluent English and Russian language skills, both written and spoken;
- Knowledge of Belarusian language is an asset.
- Experience and interest toward Belarus is desirable.
